Statutes of the Asian Confederation of Popular Sports-AVV

Name, Location, Languages, Authority
1. The Name of the confederation is Asian Confederation of Popular Sports (AVV : Asiatischer Volkssportverband).
2. The official language is English.
3. The financial year is the calendar year.
4. The AVV is the association of national popular sports federations on an Asian level. It is politically and religiously neutral.
5. The AVV is recognized by IVV (Internationaler Volkssportverband).
Non-Profit Status
6. The AVV follows exclusively non-profit purposes. The AVV is a financially independent and self-standing organization.
The Aims and Objectives
7. The AVV promotes all popular sports in a spirit of peace, mutual understanding and fair play without discrimination on the basis of political structure, sex, religion, racećand other reasons.
8. The AVV maintains good relations and cooperation with IVV.
Acquisition of membership
9. The existing member country of IVV in Asian region can become a member of the AVV.
10. Individual direct member club in the Asian region can become a member club of the AVV.
11. In principal, one member country or one member club from each Asian country can be admitted to be a member of the AVV.
12. In an exceptional case, a member of another continental confederation can become a member of the AVV on the basis of an agreement with the IVV.
Rights and Responsibilities of Members
13. The members are obliged to attend to General Assembly.
14. The members are required to pay annual member fees (200US$).
Organs
15. The organs of the AVV are Bureau and General Assembly.
Bureau
16. The Bureau is composed of a President, four Vice-Presidents and a secretary.
17. The President and Vice-Presidents are elected by the General Assembly for a term of four years. A secretary is nominated by the President.
18. The period of office begins with the election. When a member of the Bureau retires his post before the end of his period of office, the Bureau will provisionally nominate another to the post.
19. The President is authorized to represent the AVV individually. In case of absence of the President, four vice presidents of the Bureau will jointly represent the confederation.
General Assembly
20. The General Assembly is the supreme organ of the AVV and is held every two years of the even number year. It consists of the members of the Bureau, and the representatives of the member countries and member clubs.
21. Every member country has two delegates. Every member club has one delegate.
22. The management of the general assembly is the task of the president, or a chairman named by him.
23. The decisions are made by the General Assembly by a majority of delegates present.
Changes to the statutes and dissolution of the confederation require a two-thirds majority of the delegates present. In calculating the majority, abstentions and invalid votes are not to be counted.
24. Minutes of the General Assembly will be drafted and signed by the Chairman of the General Assembly.
25. The General Assembly decides on all matters related to the AVV and IVV including such as adoption of the budget, election of the Bureau and the Board of the Auditors, change of the statutes, decision of the membership fee, admission or expulsion of member countries and member clubs, decision of the place and the day for the next General Assembly, dissolution of the AVV and so on.
26. An extraordinary General Assembly is to be called, if the General Assembly decides or if at least half the members request this in writing, giving the reason for the meeting.
Reward
27. All posts of the AVV are honorary. If necessary the Bureau may decide to employ salaried personnel.
Audit
28. Two auditors made the audit annually. The auditors may not be member of the Bureau and have no voting rights at the General Assembly.
29. The annual audit report has to be submitted to the Bureau and the members in written form.
Legal Basis and Jurisdiction
30. The AVV regulates its own affairs through this statutes and the organization procedure.
31. The complete operation of the AVV is subject to the guidelines and the directives of the IVV.
32. The IVV regulations are an integral part of the statutes.
33. The AVV is responsible for ensuring the statutory and regulatory behavior on the part of the member countries and member clubs.
An additional rule: The head office of the AVV is set up in the country of the President.
